U.S.-China Trade Talks Could Address Meat Export Barriers

U.S.-China trade talks could provide a path toward resolving technical barriers affecting American meat exports, according to U.S. Meat Export Federation President and CEO Dan Halstrom. Recent discussions between the two countries included potential changes to the treatment of agricultural products, with U.S. pork and beef among the products being considered.

Meat Exports Among Trade Priorities

U.S. Trade Representative Jamieson Greer said the United States and China reached agreements on trade involving certain goods during talks held alongside a meeting between President Donald Trump and Chinese President Xi Jinping.

For the U.S. meat industry, the discussions could create an opportunity to address longstanding scientific and technical requirements affecting exports to China. Halstrom said pork and beef, including variety meats, should be included among the products receiving more favorable treatment.

“The reality is that our issues are mainly scientific trade issues that have to be worked out,” Halstrom said. “The devil’s in the details.”

He said the discussions could provide a path toward greater clarity around testing requirements for U.S. beef and pork.

Technical Issues Remain

While the broader trade discussions could open the door for additional market opportunities, specific technical requirements will still need to be addressed before exporters can see the full benefit.

Halstrom pointed to testing requirements as one area where additional clarification could help improve trade conditions for U.S. meat products. Resolving those issues could be particularly important for exporters seeking greater access to the Chinese market.

A technical agriculture working group operating under the U.S.-China Board of Trade is scheduled to meet before the end of the year. The group is expected to provide an opportunity for officials and industry representatives to work through some of the agricultural trade issues identified during the broader negotiations.

For U.S. pork and beef producers and exporters, the upcoming technical discussions could offer additional insight into how the recent trade agreements may affect access to the Chinese market.
